If someone speaks the language the article is written in and can state that it is not worth translating, the item should be moved to AfD or tagged with {{prod}}. Please keep in mind that drafts are considered out of scope for this page.

If an article has been listed here for two weeks and is still untranslated, it should be removed from Wikipedia following one of the processes laid out in our deletion policy.

I don't know the english words but enduit seems to be a lime or plaster wall covering on the exterior side of a wall's insulation (stucco???) and a départ d'enduit is apparently a thingie to make sure the foot of the wall is straight. Something there about moisture drainage too. I will look at this further if it languishes. The French original is marked as a good article. did a quick pass for grammar and obvious problems like a french-wiki template consistent use of present tense and confusion about pronouns. Did not compare to original and this definitely needs to be done. I left 3-4 sentences alone that raised questions in my mind, but I got a lot of the low-hanging fruit (all I am up to at this moment), thus, I hope, making it somewhat more accessible to monolinguals. Based on previous translations of articles about old buildings, I am inclined to believe most of what this says, but again, it was fairly rough and I haven't checked for accuracy yet. I don't have anywhere near enough Russian to even begin that part, although I did fix a couple of very obvious sentence problems. Now it really does need someone who can figure out if those really are the right names for the government agencies, etc; I am willing to bet that some of those redlinks have articles, but not in English. I actually read through this and as far as I can tell the English all parses, but the author crammed multiple generations of genealogy into each sentence. It needs a rewrite, preferably by someone who knows about Sikhs. It is also exactly the sort of article where copyeditors make mistakes about verbs and pronouns, so another reason for the expert. @Largoplazo: This was confusing, as I was having trouble finding where you were seeing any of this, as the original language of this article, at least according to way the template is usually used on this page, is Spanish (here: es:Victória Albuquerque), not Portuguese. It took me a little while to figure out that you meant that the en-wiki article was first published in Portuguese instead of English (probably partly an es ⟶ pt translation by the editor before you, and partly with the addition of new material written in Portuguese at en-wiki), and that you translated *that* from Portuguese to English, all within en-wiki. So, unless I'm missing something, we now have a partial double translation: es-wiki ⟶ pt ⟶ en for the first part of the article, and ? ⟶ pt ⟶ en for the section you tagged. The previous editor must have pulled that section out of somewhere, and either just wrote it (or copied it) in Portuguese.
Now that that's cleared up (?), we're left with your question. American sports has a commonly used term for this: "rookie" and it's sometimes used in more formal contexts, like the name of an award (Major League Baseball Rookie of the Year Award). But that's mostly an Americanism, and wouldn't be appropriate for a general encyclopedia, so I think your choice of "Outstanding new player" is a very good one. @Mathglot: Sorry, I just meant that even before an IP user translated the English that had been in the article to Portuguese on 23 September, this version already had some Portuguese in it, under "Clubs", which I took a stab at translating at the same time that I restored the English from that version of the article. It doesn't help that the templates we have presuppose that the translation was made from another language's Wikipedia and say, for example, 'The original article is under "português" in the "languages" sidebar.', when that isn't necessarily either true or relevant.
Just now, I thought I'd try scouting Portuguese Wikipedia for "Revelação do ano" and, indeed, came up with pt:Prêmio da National Basketball Association de Revelação do Ano, corresponding to our NBA Rookie of the Year Award. But also, as you say, "rookie" may be US-centric! It isn't that I thought my crack at it was unsuitable (thanks for your support!), I just wondered if there was a common international equivalent.
